Des jardins d'agrément ont été par la suite réalisés sur trois terrasses successives. Après le don du domaine par la ville de Nice à l'Etat en 1965, Il a été décidé d'y construire un centre d'art contemporain, une école d'art et une résidence pour des artistes. La conception du nouveau bâtiment a été confiée en 1968 à l'agence Michel Marot et Associés (Paris) qui s'est adjoint les compétences de Pierre Allar (Nice) Michel Marot a construit 17.000 m2 de bâtiments, sur une parcelle de forte déclivité de 23.000 m2, en tenant compte scrupuleusement de toutes les caractéristiques du site : présence de la villa ancienne, jardin en terrasse sur trois niveaux, arbres à préserver. Cette architecture complexe, (une présentation multimédia 3D est proposée sur le site), a été qualifiée de village, avec des places, des ruelles, des lieux de rencontres, d'étude, de travail, des patios et jardins, des terrasses, etc. Elle favorise le dialogue avec le paysage et grâce à la végétation les bâtiments sont particulièrement bien intégrés au site naturel. Le matériau utilisé en priorité est le béton resté brut, décoré dans certaines parties avec des galets du Var. C'est ce traitement qui a conduit à qualifier cette architecture de "brutaliste". La mauvaise qualité du béton utilisé (la construction a été effectuée à l'époque où Jacques Médecin était la maire de Nice) a posé très rapidement des problèmes d'étanchéité des bâtiments et des dalles en terrasses. D'importants travaux de réhabilitation ont eu lieu à la fin de la décennie 2000 et la végétation a été replantée. La villa Arson est redevenue un lieu exceptionnel d'architecture du XXème siècle.
