I was on a budget, but this guest house turned out to be actually quite homey and pleasant.
It's really close to Fukushima station, and at first I didn't know which way to go (I don't have a cellphone with GPS) There's a local Kouban (police box) right next to the station where you can ask for directions. They're really familiar with foreigners asking directions to this place apparently! The hotel is literally a 5 minute walk away from the train station though.
I booked a mixed capsule room, and it was actually really comfortable. A nice soft futon, a safebox to put your stuff in and lock it, a lamp, some shelves and even an outlet to charge your phone and the likes. It was enough room to sit in there comfortably and not feel claustrophobic. They also provide earplugs so that if other guests snore or become obnoxious, you can sleep properly.
They only have a couple showers, but they're fairly clean and provide a changing room too so you can bring your stuff in there. They also have an extra box filled with shampoo and lotion in case you forget some things (I think past guests left these behind, probably).
The lounge is similarly comfortable, bean bags, a guest PC to use for free, tea and instant coffee. There's also a couple pots and pans and even a microwave to cook some things for longer stays.
The staff was absolutely helpful, polite, and friendly. They can speak both English and Japanese.
This hotel went above my expectations. Would recommend.
