The guests seem mostly welfare recipients and or othewise homeless,or living a week to week existence, at the lower levels of society, but they should not have to live like this. Management allows block parties to occure nightly, til 4 am. with out consideration for other guests. 「I was forced to wait OUTSIDE in freezing cold (24 degrees) to check in! Unacceptable!!!」
