This is certainly not a four star or "upscale" hotel.
The air conditioning did not work, apparently throughout the hotel. We checked six rooms and none had working A/C.
Generally the staff and manager were very friendly but accomplished very little, as in this case. There were multiple cases of this behaviour.
We were left sitting in the lobby for hours because they had no provision to securely store our luggage, and they didn't tell us when our room was ready although they promised to do so..
The elevators are wholly inadequate for a a building of its size. There are only two and their capacity for weight is very low so, even though people could fit, the elevator would announce that someone would have to get off; it took more than half an hour just to go from the ninth floor to the lobby.
One of the elevators was broken for the better part of the day.
There were homeless people sleeping on the street a few minutes' walk from the hotel. It is in the Zona Rosa area, which is well-described in Wikipedia :
"...men's clubs, gay bars, and massage parlors, which has made Zona Rosa more “red” than “pink”. As the area was promoted for tourism, fast-food places, nightclubs, and bars sprung up, ... problems with underage drinking and prostitution."
The housekeeping staff did a fantastic job, and the Primavera restaurant had fantastic food and great service.
The rooms were clean except for stained carpet. There were multiple small maintenance issues.
