Catba is a town of ~45k in population, you can get here from the city center of Haiphong by bus/car then change it to cable car/ferry/boat to cross the Bay. Catba is safe&sound and the European tourists are seen all over the town @this time of year

Cat Ba is a beautiful untouched island on the door step of Halong Bay.
"Many of the hotels in the area are old as this small bustling town of 12k people see 10k-20k tourists in the summer months per day.
This hotel had great location, friendly staff, great breakfast, and Cat Ba Ventures make it very convenient for me book tours around the area, as well as transportation to/from Hanoi."
"The resort is amazing with breathtaking view.Our room is very nice with balcony facing the bay. Breakfast buffet is plenty and variety with different foods choices. We love the service here and staffs are very friendly and polite.The resort also has electric taxi to take you to into the town with small fee.
