Primo punto a favore: Balha.

The Front desk woman who works during the day is fantastic. She smiles when you come in. This may seem like a normal thing, but you have to know that in Tunis, the majority of people who work front desk in Hotels hate their jobs and it is clear to the world that they hate their jobs from the look of misery on their faces as you walk in and way they treat guests as if they were annoyances that had to be dealt with. If you have visited Tunisia often, you know what I am talking about. The Breakfast was also EXTREMELY good. Again, the staff brings you a full course breakfast and everything was made very well. Most importantly, you get smiles again. The down side is that the heat did not work in the room. I happened to be in Tunisia during the maybe one month a year where it actually gets cold, and not having heat... well, that's kind of bad. The other downside is the location. Because it is in the center of town, it is impossible to get or find a taxi. It is in a kind of downtrodden area, not dangerous mind you, just not an ideal location to get taxis you walk down the street.
For the first time in 8 years of visiting Tunisia, the person at the reception smiled as I entered the hotel and was welcoming and hospitable. Not only that, but she had a woman bring a nice cool juice for me. That receptionist (the one that works days) was AWESOME. Unfortunately, it went all downhill after that. There is no working heat in the rooms. The Temperature outside is 8 C and the temperature inside was just as cold, if not colder. To make matters worse, there were no blankets. Spoke to the front desk about it, they offered nothing in the way of a fix, although they claimed to offer blankets, none ever came. Dinner was ok, although very expensive, and the seafood was not well cooked (almost raw - but not sushi raw, just rubbery can't eat kind of raw) - Breakfast was supposed to be ready at 7 AM according to the paper inside the room, but when I went down at 7 AM, I was told it would not be ready until 730 AM - so I will have to go back and check. The sad thing is that I am thinking about staying here another night, because as bad as this is, other hotels in Tunis are even worse.
I am a British guy retired and resident in Tunisia. I usually stay at another hotel in Tunis, which on this occasion was fully booked, so this hotel was a new venture. The location is ok but too far to walk to the centre of town. There were however several quite good restaurants nearby. The room was clean and comfortable for a three star hotel. But the outstanding feature is the staff, who were exceptionally helpful and went out of their way to make my stay enjoyable. Although I did not eat at the small restaurant, I did have breakfast, which was excellent - not the usual basic buffet, but plates of good things. And good coffee
For anyone on a budget, this is the best hotel of its kind in Tunis, and I do not hesitate in recommending it. For a really good (but quite expensive) meal, try the Italian restaurant five minutes walk away.
