Hotel closed, according to the person there that the “water supply” was cut-off Paid on Hotels and now have to navigate Hotels refund system

At the last moment, they said we dont accept expedia booking. Only direct booking is acceptable. Because of this all my plan changed. Feeling disappointment. Why expedia allows such hotels?
