Functional, safe, courteous. This place is fine if you just need somewhere to stay for the night. It is a bit shabby but the sheets and pillows seemed clean, the free breakfast is fine, and the staff are helpful and eager to be good hosts (like all Taiwanese really). I have to say the cleanliness was about a 7.5 only. The carpets weren't very clean. But they give you shower shoes and it didn't smell or give me a bedbug vibe. I was comfortable there. Plenty of other normal guests. Very affordable.
